Overlaps that do not concern <app> elements #117

This is reported by Marjorie Burghart. She writes:

In the doc, I found details on how to handle overlaps in the apparatus, but unless I've missed it nothing on other elements. The case is frequent for quotations, running across several paragraphs. Do you use any mechanism for that?

A quick thought on this: It should be the same approach. The @next and @prev is available for all elements within the scope of <p> (I think), so it should work analogously.

It's not documented though, and I don't know what the opinion of the other editors are.
