upgrade to django 1.8 #9

While we're at it look at python 3.

Check what the lhs site uses.

1.8 was LTS but is expired now, looks like 1.11 is the next one to go for.

fwiw b6cb73585b613ff56f99f520cb0f4bcdeced1856 gave us django 1.8 and 5b3355f5b1633f253a6ddc63a97452ea2f1d9d96 was for python 3
