bufferbloat stuff on boole #36

We should probably look at doing bufferbloat on boole. boole has CODEL and FQ_CODEL.

Needs boole upgrading to Jessie first, and probably a jessie-backports kernel.

N.B. we don't really need this - our network is fast enough that it's rarely contended.

you might be surprised. try measuring your latency under load with flent or dslreports.com.
