Header announcements

Description

Instead of static text, on old lml header text is dynamic and managed in admin section. We should be able to manage announcements related to brand and fetch them from commando. Announcement should have text, link and a background color properties.

This should be brand specific, global, not just for products and internal only

• PSA entity must be brands-aware (plural)
• Add nullable link and nullable background color on PSA entity

Assert that if type: null , all of them are returned.
