Make a popup describing what data is collected and why. At this point we use cookies in two situations:

Functional. Needed for the site to work correctly. Cannot be declined
Google Analytics. Used to collect anonymised user statistics their way to interact with the site. Not used for advertisement. May be declined

The popup must be shown for users that don't have a consent cookie set. Two http-only cookies must be set to store facts:

User acceptance
GA permission (true if user allowed tracking and false otherwise)
