I suggest rolling it out in 2 stages. First with manual approval, and after, switch to fully automatic mode.

Example flow (run in the thread with URL, like from inside the github community channel or community forum channel)

User: Bot respond
Bot: Here is the proposed response: ..... Would you like me to respond?
User: Modify it to mention ...
Bot: Sure, here is modified response: ``. Would you like me to respond?
User: Bot send response
<actually sends it to github/discourse>
