Civilians doesn't marked as deconcealment and do not trigger it. Reproducable with save file

I have attached my mods here, there is nothing special for behavior or detection's radii. Save file should works without them, I do not like to touch behavior of the game instead of stabilize me which allows to use soldiers own medkit when he is bleeding out.

That also happens with just the required mods and only for some missions/civvies.

this is a result of the resistance contact sitrep which changes some civilians as potential side objectives to retrieve. because of this it seems that it just simply changes all civilians to just not reveal.

this would require changing that base game sitrep
