Soldiers can't place evac zone #13

I can invoke the Call Skyranger ability, but the blue rectangle for targeting doesn't appear and it's impossible to activate it, either by pressing return or clicking on the "Call Skyranger" button.

X2TargetingMethod_LWEvacZone appears to have a critical piece commented out because it requires a change to the highlander. I think it may make sense to simply copy the X2TargetingMethod_EvacZone content and incorporate the necessary changes. I've made the code change, just need to test it out.

I've got this working for normal soldiers, but not faction soldiers yet. Probably faction soldiers aren't given the ability currently, or they don't have the associated (hidden) item.

I was just on a mission in which a Skirmisher and a Spark were able to target the Call Skyranger ability, and the Skirmisher successfully executed that action. So, considering this closed.
