Various impairment standardizations #1733

Arc Thrower, Arc Pulser, Chain Lightning and Disabling Shot can now target Psi Zombies and Avatars -- they're still immune though
Modify Concussion Rocket to deal damage to everyone in the AoE, including robots and friendlies, and impair all organics
List immunities in F1 for Psi Zombie, Spectral Zombie and The Lost

Updated localizations:

Concussion Rocket
Chain Lightning
Disabling Shot
Solace and Solace Aura
Chosen Immunities

Updated soldier speeches:

Concussion Rocket now uses RocketLauncher (was Explosion, which is unused)
Disabling Shot now uses StunTarget (same as Arc Thrower's - was Reaper)
