You can get more power via the intel packages and resistance orders. I might look into buffing the workshop though, that facility's worthless.

Getting power through intel packages and RO is random though. I have went 100's of missions in my campaign and I have not gotten either one. If they were guaranteed, it may be different.
My opinion - increasing starting avenger power a bit. In LW2 starting power is enougth for two buildings out of 3 essential - AWC, GTS and proving ground. They are all available from start and provide significant boosts for your soldiers. In LWOTC you have GTS, proving grounds, resistance ring, infirmary and training center. 5 buildings instead of 3. There is some big power problems if you haven't free power from intel or orders. +3 starting power will be enougth. With this change you can add one early building at start, and it will fix some troubles with power later. Now you can't have essential buildings + Resistance Comms without 2-nd power relay or elereum research for last power relay upgrade. I had such trouble in the current run - had to build 2-nd power relay before for the comms.
There are 12 unique buildings. I believe that you should be able to build and keep all 12 across the entire campaign. If you build completely optimally, you will still be 6 power short. And I do not believe that building completely optimally should be a requirement. Maybe keep the assumption that the Shadow Chamber will not be on a power coil, but the next two power dependent facilities are. This means we'll need ~13 more power somehow.
I'm thinking additional engineering power stations on the Power Relay to provide power (+5 power per engineer that also provide +2 power per station). Then b/c you didn't build optimally, these expansions would be relatively expensive. 100 supplies/10 elerium/10 alloy cost.
