Resistance Orders and Supply Drops not showing #985

Sorry if this is a repeat. I dug around in the issues and didn't find anything.

The supply drop event shows in my event queue, and when it comes up I get the report from the council, info on the chosen (although I have not revealed any yet), but then I do not get the option to set any resistance orders and no supply drop appears on the map.

I have contacted two factions (I did check the second wave option to start with the Reapers), and they have shown me new faction orders (as in, they say I have unlocked this order, not that I got the chance to set it as active).

I have all of my rebels on intel right now, so I thought that might be causing the supply drops to not happen. Last month, I put one rebel on supply, but still nothing.

Not sure if there is a system I don't understand or if this is a bug.

Thanks for making this mod. It's been a lot of fun so far.

I put a few more rebels on supply and did get a supply drop the next month, so that part is working. Still no opportunity to assign faction orders, though.

I did not realize that there was a second wave option to enable resistance orders. I'll enable that on my next campaign.
