Bad Exception handling in xmlToTarget() #98

To reproduce the problem:
1. Write a "Log Target" throwing an exception in its constructor
2. Try to setup it by a xml config(use xmlToSetup())

Appropriate Warning does not appear. The reason is a wrong exception handling 
in xmlToTarget()

I am using as3commons-logging-2.6.swc

I have attached patch fixing the problem.

I changed this particular code in the last commit. I am still not sure if I 
will stick with this setup before the release.
Anyway: It would change the notification process.
