Consider a "super-Granary" building to eliminate food waste at city size change #14

A regular Granary costs 40 shields. Suggest an 80 shield "Super-Granary" or something named similar that allows a player to stop micromanaging food for cities. No food is wasted at TC with this improvement in the city.

It probably should come with Refrigeration or some other later technology advance. Supermarket and Supergranary at the same times seems like a good idea.

Actually, I wouldn't mind seeing this as default behaviour, no building needed. Production has this, and it makes even more diference with production (due to "double buying cost at 0"). For food, the only real effect would be that you have less micromanaging to do, so a benefit for your time and nerves, not even a game boost.
