Demographics 0 after reloading #2283

Describe the bug After loading from a save, some demographics are 0:

Improvements
Wonders
Agriculture
Gold Income

To Reproduce Steps to reproduce the behavior:

Reload from a save
Press F11

Expected behavior Demographics are saved

Platform and version (please complete the following information):

OS: Linux
Freeciv21 version: 3.1-beta1
Ruleset/Longturn game (if applicable): LT82
