Use issues instead of GitHub projects #2

I think it would be a good idea to create issues for bugs and new features/tasks, so we can more easily assign tasks and create milestones with deadlines.

@amieleg thoughts on this? Grietje said a scrum board would be a good way to organize our work, but I think after some use with GitHub's issues feature it brings much more software-focused task management, with cross-refrencing issues, issue assignment, and things mentioned in the comment above.

All open tasks on the scrum board have been converted to issues so this issue is now closed
