chore(tools): Remove PHPStan and tweak tooling to match what we're using on the forum project.

Adds rector and rector-fix to automatically apply code changes for up to PHP 7.4 (might raise this in the near future)
Adds style and style-fix to automatically fix code style requirements
Add linting command to use PHP's linter.

Requires you run composer update if you want to use the new tooling.
