Challenge nav flexbox fix #45

I need to fix this for challenges that have 2 tabs...

@djsutter I think this is a content issue we will define with departments. I.e. if they only have 1 tab, we would put everything in the summary to avoid this weird look. We would rather keep the space out flex box design for a full 5-6 tabs.
