Fix survey-consent data availability; update Brazilian Portuguese translations; docs updates

This PR moves the following changes to EFP master:

• Update Brazilian Portuguese translations (thanks @NevenaKlo!): #353
• When the survey-consent frame is used, mark the response as having a completed a consent frame (so that the response appears in the Consent Manager): #352
• Add new survey-consent flag to responses (so that researchers see which responses in the Consent Manager have survey consent data): #354
