Following an unusual sequence of events, a study can be marked as "submitted" from the researcher perspective but NOT appear in the "submitted" studies (admin review queue)
How to reproduce
I think you (1) submit a study that does NOT have the experiment runner built, (2) build the experiment runner
Expected behavior
The expected behavior should be that it appears in the "submitted studies" admin review queue
If the above "How to produce" doesn't produce the expected bug, then we should look into if the cloning process adds to this issue. Additionally, the study clone process is well known by staff.
