This PR updates the lookit-docs README with more information about (1) setting up the local environment on Windows and (2) using Git/Github.
Note that, unlike our other README docs, I've written this to be more comprehensive and friendly to non-developers and non-Git/Github users. This is because this repo is most likely to be used by these groups, and being able to reference detailed instructions should be helpful when non-developer members of the CHS/Lookit team (or outside contributors) want to make docs contributions.
