Approach

This PR adds a starter Reviews module with some more "futuristic" code, which completes the initial v2 API. Some requests for comments are included in this PR on some new practices -- see my "RFC" comments

Testing

The server boots up and unit tests pass. The real test comes once we have data, which will be the next PR.

Frankly, that means this code will be tested in staging.
