replace deprecated \tl_case:Nn(TF) with \token_case_meaning:Nn(TF) #28

\tl_case:Nn(TF) was deprecated in the 2022-05-23 l3kernel release. This PR just replaces it with the new name, \token_case_meaning:Nn(TF).

Thanks for spotting that - I'd coincidentally come across the fact that \tl_case has disappeared from the LaTeX3 documentation just the other day but hadn't followed up on why.
