Document support for not-expressions #85

Support was introduced in v0.16.3 but left unofficial to prevent backwards-incompatible syntax being introduced without a minor version bump, and then I forgot to document it in the v0.17.0 release documentation. The feature should be part of the v0.17 masterlist syntax, so include it as such.
