Flesh out Global Priorities wikipage #29

To move results from loot/skyrim#26 and loot/oblivion#7 to a usable locations, I've created a Global Priorities wikipage. However, it could use some fleshing out before it is linked from the sidebar and other pages.

How they work is best done by referencing the online syntax readme, so if anything changes I don't need to change more than one place.

I've made an attempt at a description. Any feedback on that would be appreciated (too verbose? not verbose enough? any vital mention that is missing? etc.).

A few links have been added and the page has lived for a little while. Further enhancement can be done without this issue being open - at least it's there now. :)

Hmm, the value listed for unofficial Skyrim patches is -1998000, but in the actual masterlist I see it as -1999000, and the listing for SPO is missing a 9, and ...

You should be able to edit the wiki page yourself to make fixes, can you not?

@WrinklyNinja: It seems I as though I would be able to do so, yes, but I wasn't sure I dared lest I should leave it in an inconsistent state.
