Flesh out Global Priorities wikipage #29

To move results from loot/skyrim#26 and loot/oblivion#7 to a usable locations, I've created a Global Priorities wikipage. However, it could use some fleshing out before it is linked from the sidebar and other pages.

[x] Write/add description of global priorities (what they are and how they work). Perhaps @WrinklyNinja could be persuaded? :innocent:
Should stuff be added about the Fallout's? Or should those be removed for now? Or should they be left as-is, indicating that there's no consensus about those yet.
[x] Add link to the sidebar and relevant pages.

How they work is best done by referencing the online syntax readme, so if anything changes I don't need to change more than one place.

I've made an attempt at a description. Any feedback on that would be appreciated (too verbose? not verbose enough? any vital mention that is missing? etc.).

A few links have been added and the page has lived for a little while. Further enhancement can be done without this issue being open - at least it's there now. :)

Hmm, the value listed for unofficial Skyrim patches is -1998000, but in the actual masterlist I see it as -1999000, and the listing for SPO is missing a 9, and ...

You should be able to edit the wiki page yourself to make fixes, can you not?

@WrinklyNinja: It seems I as though I would be able to do so, yes, but I wasn't sure I dared lest I should leave it in an inconsistent state.
