The data presented here is more than 2 years old by now, and also uses the now old priority value system (which got superseeded by groups). I'd say we close this issue since implementing this in our masterlist would mean a serious time investment to adapt the presented data to our groups format, while the added value would be questionable.
Any objections?
None from me, some of the above rules are either redundant, incorrect or subjective anyhow.
Not from me either.

Well, you'll at least want to adapt the ELE and Dark Dungeons - they'll want to be under lighting, the rest was just the rest of my load order at the time and I notice I left some rules in that were specific to my setup in the "rest of user list" block...
However, if user list maintainers were rather more swift at acting on submissions you wouldn't be questioning years old submissions and closing them without a second glance.
There is no need for bad feelings or insinuations. Please don't forget, each and everyone contributing to this project is doing this voluntarily in their free time. It just so happens, that sometimes a few things get more attention while some others receive less. This issue was unfortunately one that didn't get looked at and time went on.
Today I looked once again at a few open issues, and after looking at the facts, found that this one is in a unfortunately undesirable situation. Not only have two years gone by in which your data could potentially have been invalidated, we also moved on from priorities to groups.
And then there are the aspects, that the presented data had no mentioned sources (why X should load after Y, et cetera .. beside the fact that the data came from your userlist) as well as that this issue covered a LOT of plugins. It's always best to factor meta data into small chunks, with each chunk only containing a specific set of plugins that belong to one another in some way. That way we can have multiple commits to our masterlist compared to one large one. Smaller commits make it easier to change things later if need be (for whatever reason).
If you still feel, that the current masterlist for Skyrim lacks in some places, please feel free to open new issues. Thank you.
I did and still do, but if no-one is investing their time on this why should I invest my time?
This doesn't lead to anywhere. I'm locking this issue.
@LordOfLA gave me his userlist for potential adoption, or partial adoption, into the masterlist. However, since I haven't touched Skyrim in year and as such is quite out of the loop on the various mods etc., I don't feel comfortably going over his list and figuring out what should get added to the masterlist and what not, but I volunteered to still post it here in case one of the more active Skyrim masterlist maintainers would look it over and maybe pick out some of his entries for inclusion.
Edit: @LordOfLA separated out some groups of mods/plugins and then made a new userlist dump with those specifics weeded out:
ELE
Dark Dungeons
Remaining userlist
