Add Tooltips to GUI #16

In the main interface, I think it would be easy and beneficial to the user
if we had tooltips display on mouseover for many of the components.  This
should supplement some other "Help" scheme we come up with in the future

These have been added with the latest checkin (r250).  It would be a good idea 
to
externalize these strings, but that's another issue...
