Establish a purpose for settings.MARKDOWN_ENABLED #84

Currently, settings.MARKDOWN_ENABLED only controls whether or not the 
instructions for 
markdown formatting underneath the comment text area is shown or not.

I suggest using it for controlling whether or not markdown formatting is 
applied to posts and 
comments.

it probably makes sense to componentize the formatting rules, it's the kind of 
thing
people probably want to customize pretty often
