Confusion about the NUM_LABELS? #20

I don't quite understand NUM_LABELS. For example, the NUM_LABELS is set to 20 on cityscapes, does it mean that the selected labeled samples are 20% of the training data on cityscapes?

Nope. It's 20 images.
