When changing country on e.g. iTunes or the Apple App Store, access to previous content is removed (it may be that you can still get it by changing back).
To have a working account we need a credit card / bank account issued in the same country that your billing address is. So unless you lie to Apple about address, you will need to change country in the online store.
Already purchased apps keep on working and updating (as long as you don't change email address). However, you will not be able to install them on another device from the App Store (you can install them via computer backup though as long as the email address remains the same).
There are arguably some issues caused by broken copyright legislation in EU, but this is primarily about content. The Mac App Store for example lets you keep access to apps after changing country, but the iOS App Store does not. This is thus a corporate policy issue.
