[bug/minor] add parameter to allow 0.0.0.0 instead of localhost to access (default is not changed)
use libdds-dev in Mac (linux arm) & Linux (x86) for libdds.so, make it clean
add explanation in dds.py for different combination.
comment mono since it is not needed now

Better to use squash to merge all commits (I am used to have small commits)
