Option to disable "always on top" #20

At the moment the meter window is always on top of all other windows. It would be great to have an option to enable/disable this behaviour.

Raised https://github.com/lost-ark-dev/loa-details/pull/21 if someone with a dev env could test it that'd be great, I don't have a windows machine for this at the moment.
