Add banner for participation request #81

This PR will add a banner, in which we ask for participation in the UX process of our SA. Clicking on the "x" or "Teilnehmen" button will close the banner and - through a key in the localStorage - not show it again on the same device.

Please also prepare a follow-up PR which removes the banner. (Just create a branch from this branch once it is approved)

Do you know why the linter did reformat so many unrelated things? It makes the PR quite big for no apparent reason.
