"Open CodeSwing" status bar button #2

We should add an Open CodeSwing button to the status bar whenever the current workspace is a CodeSwing, and the swing isn't active. That way, there's an easy way to re-open the swing without needing to reload VS Code/Codespaces.

Closing this in favor of the new "CodeSwing: Open Workspace Swing" command.
