Add CodeClimate YAML configuration file
Point out 0.81 "channel" for most-modern cops
Add a RuboCop CodeClimate-specific YAML configuration file: Disable the require YAML setting, which pulls in unsupported-in-CodeClimate Plugins we also use

Fixes #260
