Add some rime functions in the gear icon's menu

as mentioned in the pull request, we could add these two functions into gear's menu:

• open user config folder
• re-deploy

I'd like to contribute this part after dived into GIT's code.

I still have some problem while building.

I will start exploring GITs code, but if you have idea, please give me tips about how to modify widget's menu.
