Using scoped annotations to flag the anomalies #27

Scoped annotations were added by InfluxData to resolve the limitations seen with global annotations: https://github.com/influxdata/chronograf/pull/4119. This work then continued on that same ability: https://github.com/influxdata/chronograf/pull/4167.

Opening this issue to find the best way to use scoped annotations in connection with Loud ML.

@sbettevy : we could tag the annotations, what else?

we rebase influxdata/chronograf at Aug 2. These two features was committed after. So rebasing is mandatory (issue #26)

LML 1.5.0 tags the anomalies using model name.

Using the 1.7.x UI and tagged annotations could solve this issue.
