Description - What's this PR do?

Changes for exports/DLLs

Updates workflow yml syntax.
Explicitly sets gtest_hide_internal_symbols.
Fixes TypeInfo to better support Windows shared linkage while still supporting the other platforms.
Updates INSTALL.md.
