Description - What's this PR do?

Improves Doxygen documentation.
Simplifies definitions of Invalid*ID constants.
Refactors IsValid functions to use overloading when possible instead of template specialization.
Replaces DynamicTree::GetInvalid* functions with Invalid* constant alternatives.
