Where do we find the VIN database? #6

I was wondering where do we find that VIN database.

According to my understanding, info like model / engine / features are all model specific and per manufacturer, to accurately find the info, we need a comprehensive db.

I ask this because I read an article saying there are over 16 millions VMI/VDS records.

There is no database, this service is being built so that we have a structured way of capturing VIN numbers.
