Remove ruby 2.3.1 because it is not supported and maintained anymore. Add currently supported ruby versions: 2.4.9, 2.5.7, 2.6.5 and 2.7.0. Replace the outdated JDK version with the current LTS version. Add a fix to make rjb work with recent JDK versions.
