Adds New Line Between Sections When Document is Opened #497

What steps will reproduce the problem?
1.Open a document
2.Close the document
3.Reopen the document

What is the expected output? What do you see instead?
I would expect a single line space between sections as it was when the document 
was closed.  However, when reopening the document, an additional blank line is 
added between every section every time the document is opened.

What version of the product are you using? On what browser?
version: unknown 
browser: Firefox
