should we install wheel package? #86

getting a lot of these on deployment

Could not build wheels for alabaster, since package 'wheel' is not installed.
Could not build wheels for alembic, since package 'wheel' is not installed.
Could not build wheels for Babel, since package 'wheel' is not installed.
Could not build wheels for bcrypt, since package 'wheel' is not installed.
Could not build wheels for blinker, since package 'wheel' is not installed.
Could not build wheels for certifi, since package 'wheel' is not installed.

note wheel needs to be installed operationally as it doesn't get saved by pip freeze
