automate beginning of year setup #375

Beginning of year setup requires admin to copy the following from the previous year to the current year. This process should be automated so the admin does not have to initiate the copies.

This should be attempted starting Jan 1 running for a week to deal with any missed opportunities (e.g., server down in the middle of the night).

Don't forget to tie this year's races to this year's series, and this years divisions to this year's series.

Admin will have to go back in and update races, most likely, but it should be easier than creating again.
