Province terrain changes

Starting overhaul of province terrain data. Will also require changing the map graphics somewhat, but the console command map_editor can help with that.

Could the title and province history work (Irish holdings, Afars etc) be separated from terrain and added to the existing pull request covering that so that it can be integrated with the rest of the priority content?

Yes, it is more in terms of reviewing and work flow that it will simplify things, that way we separate fixes with actual content change, which is a different way of reviewing. Because while it is easy to look through a few holdings corrections it will take considerably more time to look at any terrain change. As you prefer really.
