Latin Cultural Localization #416

PR to track tsf4's changes made to the landed titles for the inclusion of latin cultural localization. No need to merge until done.

@tannerflick4 You only need quotation marks when the localisation is more than one word.

Ok, good to know. Trains sent me an example which had quotation marks for each, so I was following that. I have seen it done both ways in mods :)

You have to have it if it is multiple words, otherwise it breaks the whole file. But it has no impact at all for single-word names.
