First thing first, delete Cacher In The Rye Windows ['1302452246', 2020-01-16T18:48, 'None', '']
This is not needed after 2.1.19. It should have been auto disabled several months ago. So something is screwed up with anki again as it is not auto disabling this addon.
Next, this problem should be caused by an addon for the editor or browser that monitors the reset hook incorrectly.
try this: during review, use hotkeys CTRL+SHIFT+: (colon key)
this will bring up the debug console. Type in: mw.reset()
press CTRL+ENTER
It should trigger the error. Then go though your list of hoarded addons and disable half as needed. try to find the one that is triggering this issue.
Cacher In The Rye is actually greyed out in the Ctrl+Shift+A add-ons list. I stayed on Anki 2.1.15 for a long time when 2.1.20 was already out. Maybe this explains why it seems odd.
As of now, I don't get the error anymore. Neither when I press the key combination in the reviewer, nor when I follow your debug console procedure.
I tried to find out whether this is because I have disabled any add-on. The only add-on I had disabled is

I have verified this by using a compare tool on the 2 versions of debug info.
The debug console result is:
