Fortress Gelkmaros/Inggison & Entry on Silantera #141

Bug description:When one fraction capture fortres ingison or gelkamaros,
fraction which are occupied fortresite should not enter into Silentera Canyon.
In this case, look at the picture Elyos not be able to come but they come to 
Silentera & Gelkamros.

What steps will reproduce the problem?:Capture 2 fortress on Inggison Or 
Gelkamros.

What is the expected output?:Race who lost fortress cant go silantera & 
glekamors or inngison depends of race.
