Bug description:
Unable to find 'Love Ring' for quest comletion.

What steps will reproduce the problem?:
Take 'Making a New Start' quest and try to find 'Love Ring' for this quest. 
Unabable to find NPC: 210621 and 210624 at the expected location which drop 
this item.

What is the expected output?:
NPC: 210621 and 210624 must be at expected locations and drop 'Love Ring' item
