Thanks Wei, this is fantastic. At some point in the future, we (probably me) should set up some equivalent of https://thanks.rust-lang.org/. I have a minor concern about some of the LICENSE.Cambridge files it's probably easiest if I briefly discuss with you tomorrow.

The LICENSE.Cambridge files in lowrisc-chip, rocket and uncore have been changed to Apache 2.0. fpga, socip and minion_subsystem use the new solderpad. Only marginal change in riscv-tools and it is software, so updating year only.

review again and wait until padding travis before merge.
