rdcycle() function in file encoding.h wrong #5

The function rdcycle() defined in encoding.h goes wrong in my test code.

This issue should now be fixed by commit 4595f7ddb39921f87b7488ffb17eafef555b5626 to lowrisc-chip. The master and debug-v0.3 branch have been updated.

Let me know if error persist.
